    More About Bailspeak's Founder

    by Christine

    California Bail Agent Prelicensing

Expert Bail Witness Rex Venator, began teaching classes as an advancing martial artist in the late 70s, and Rex continued to teach, in the 80s and 90s, while gaining his own training and experience in military and civilian law enforcement.

In the mid-90s, Rex began “Street Training” new bounty hunters and has been doing so ever since.

By 2006, Rex had become a published author, instructional DVD producer, and was on his way to become a nationally recognized bail convention guest speaker.

In 2007, while also speaking at the PBUS and later Bail USA Conventions, Rex conceptualized, wrote the curriculum, gained California Department of Insurance Approval for a new Brand of  revolutionary bail education, and ultimately founded the hugely successful California bail education school, Bailspeak.

The next natural progression for Rex was to respond to the thousands of telephone calls since 2008 by people from all over America who were requesting online Bailspeak courses, which are now going, well, online.

By early 2010, Rex had appeared on British News, a reality TV show aired in French speaking countries, and his Internet videos have been viewed nearly 400,000 times.

Since 2010, Rex has helped numerous persons, with no experience in bail, start their own bail bond companies and has acted as their "mentor."

Rex's current, Top Secret, project is now underway and has been teased as the "Bail Instructor Academy," and he continues to sift through offers by Reality TV producers to audition and shoot promos for a variety of show proposals.

This two week, intensive live-in program is precipitated by a horrendous selection process and is a Pass/Fail, Rigorous, Stress Ordeal that is designed to produce the Best Bail Education Instructors in the Nation who will then have access to a fully supported and proven business model, according to proof, to take their own personal businesses to previously unfathomable heights of success governed only by one who is willing to work and work hard to help others succeed in the bounty hunting and bail bonds trades as small business owners in the only industry that cannot be outsourced.

Today, over 1,000 people have earned their Bailspeak Certificates and are now Bailspeak Alumni!

In 2011, Rex had become a Taser Certified Instructor who is “Authorized” by Taser to certify bounty hunters in the use of Electronic Control Devices, sat on the Ad Hoc Bail Advisory Board Sub Committee on bail pre-licensing and its bail exam, and Rex became recognized as an expert witness in the California Superior Court in matters concerning bounty hunting and bail bonds.

Today Rex continues to innovate as Bailspeak and his other many businesses expand.

Bailspeak is the, absolute State-of-the-Art bail agent prelicensing, continuing bail education, and bounty hunter school that has been and is now operating in the Country Today; indeed, there are Bailspeak Alumni who are now bounty hunters, posting bail agents, and bail bond company owners!

Writing bail bonds is easy, once everything is up and running.  The real work starts when people miss court and become bail jumpers.  It is critical to know how to either cure foreited bail bonds or how to hire a bounty hunter.  For these reasons, Bailspeak's bail agent prelicensing curriculum also includes massive blocs of intstruction on how to bounty hunt while staying out of criminal court, civil court and the morgue.

Bailspeak also offers advanced bail bond motion continuing bail education, Taser User Certification that is also approved for six hours of continuing bail education, liability-free bounty hunting since 1992, and Bailspeak’s cadre of instructors are also agents for multiple sureties and with a proven track record of bail bond motion drafting and winning bail bond motions via open court appearances in the California Superior Courts.

You will not find another fugitive recovery school specializing in advanced bail enforcement training like Bailspeak!

What are the License Requirements to Become a Bounty Hunter?

The requirements to become a bounty hunter in California, while seemingly direct pursuant to California Penal Codes Sections beginning with 1299, are immeasurably more convoluted to the extent that one’s more precise queries should fall within the realm of questions more on point to lawful bounty hunting with an emphasis on staying out of criminal court, civil court and the morgue.

Bailspeak is a California Department of Insurance Approved Bail Education Provider with over 1,000 issued Bail Agent Pre-Licensing Certificates awarded to Bailspeak Alumni and with many now working in the California Bail Bonds Industry as bail bondsmen, posting bail agents, bounty hunters, and ministerial employees of California’s largest bail corporations and Mom & Pops Bail Bonds operations.

This video by Bailspeak begins to delve into the complexities of how to become a bounty hunter, but, at the same time, it is important to embrace that bail training is hyper-critical and that Bailspeak undeniably Leads the Way in California Bail Training.

How to Become a Bounty Hunter

Research the laws of the state where you intend to bounty hunt in, if it is legal in your state at all, and seek out training and education in that precise state!  There is no known program that can train you in all of the states where there is commercial bail.

Bounty Hunting is a Trade, like that of a carpenter, electrician, plumber, or machinist to the extent that one should strive to become an apprentice under a veteran bounty hunter who bounty hunts legally.

Bailspeak is a California Department of Insurance Approved Bail Education Provider with over 1,000 Alumni and many of whom are now working in the bail bonds industry; indeed, top bail bond and bounty hunting recruiters routinely contact Bailspeak when hiring!

"Shortly after taking Bailspeak, I collected my first bounty hunting check.  This quickly led to me posting my first bail bond.

I never thought I could make in hours what used to take me months.  Thanks for always being there, Rex."

    FREQUENTLY ASKED QUESTIONS

Q: Is Bailspeak "Approved" for 20-Hours of Bail Agent Pre-Licensing by the California Department of Insurance?

A:  Yes.  Bailspeak is an "Approved" Bail Education Provider with DOI "Approved" courses that are primarily instructed by a veteran Bail Bond Company owner; moreover, any person wishing to secure bail agent pre-licensing for the purpose of learning how to become a licensed bail agent should conduct due diligence to be sure that so-called instructors purporting or otherwise portraying themselves to be licensed bail agents are either bail agents in good standing or, at the very least, had been licensed bail agents and, at some point, those instructing should have experience actually running a bail bond company; indeed, it does not stand to reason to learn how to become a bondsman from someone who has never actually run a bail bond company.

Bailspeak Classes are Totally Unique in That:

    •   You will be instructed on how to operate a bail bond company by licensed bail agents who are each actively running bail agencies.
    •   You will be instructed by small business owners who actually run small businesses.
    •   You will learn lawful bounty hunting from active bounty hunters.
    •   You will learn how to hire bounty hunters who know how to keep you from being sued.
    •   You will learn bail bond motion studies from bail agents who are successful in moving California Superior Courts.
    •   You will have access to bail industry leaders as a perk to all Bailspeak Alumni.

    CAUTION!!!

Please Watch the Video to Your Right of the Screen and Read the Below FAQ Before Bounty Hunting with No Bail Education Training.

Below you will find questions that are for prospective bounty hunters.  If you are thinking of becoming a bounty hunter and don't know the answers without doing research or asking someone then, perhaps, it would be worthwhile to seek training that is designed to keep you out of Civil Court, Criminal Court, and the Morgue.

Q: Bail Agent Prelicensing is lawfully bounty hunt in California, but why should I attend Bailspeak’s prelicensing course?

A: Bailspeak holds the only California Department of Insurance Approved prelicensing course with blocs of instruction on lawful bounty hunting with an emphasis on keeping you and your bail bond client out of criminal court, civil court and the morgue; moreover, PC 1299 was reinstated by January 1, 2013.

See California 1299 PC Bounty Hunting Laws HERE

Bailspeak staff is informed and believes, since so many people have attended Bailspeak's bail agent Prelicensing and Continuing Bail Education classes and know what Bailspeak is about, a growing number of bail bonds company owners won't even talk to a new bounty hunter who does not have a certificate from Bailspeak.

Do You Need Bail Training?  Well...

Take The Bounty Hunting Quiz Below

ASK YOURSELF TWELVE BOUNTY HUNTING 101 QUESTIONS, and, if you don’t immediately know the answers without first researching the subject matter or by asking a Bailspeak Alumnus or Alumnae, liability for you and your bail agent client and his or her surety, provided that you can successfully negotiate an interview without a working knowledge of bail and bail bond forfeitures, may rise exponentially.

    1. What is the "forfeiture period," how is it triggered, when does it start, how long does it last?
    2. What is the “appearance period” regarding a forfeited bond?
    3. Is it lawful to apprehend a bail jumper while a motion to extend is pending?
    4. Under which laws and circumstances do bounty hunters LAWFULLY transport and carry firearms?
    5. Under which circumstances may a prosecuting attorney charge a bounty hunter with Burglary, False Imprisonment, Extortion, Conspiracy, Kidnapping, Robbery, Impersonation, and when do charges go Federal?
    6. When and how does Deprivation of Civil Rights under the Color of State Authority apply to bounty hunters?
    7. What constitutes Due Diligence that will not shock the reasonable person?
    8. How much time does a bounty hunter have to book a bail jumper?
    9. What documents are required to lawfully apprehend a bail jumper?
    10. Which documents are interchangeable?
    11. When may a bounty hunter be charged with perjury, forgery, conspriracy, and impresonating a peace officer?
    12. Is it lawful to place GPS Trackers on People's vehicles?
    13. Which Certifications do you need to lawfully bounty hunt?
    14. What is a "declaration" or "conclusory affidavit," and do you have to be "1299 compliant" to complete one or either?

If you cannot immediately answer the above basic bounty hunting questions, it is conceivable that you may not be able to win a bounty hunting contract from a veteran bail agent; moreover,

Lack of Knowledge is the Leading Causation under which

Bounty Hunters and Bail Agents are Arrested, Charged and Convicted with:

    • Felony Burglary
    • Felony Conspiracy
    • Felony Kidnapping
    • False Imprisonment
    • False Impersonation
    • Felony Kidnapping for Ransom
    • Extortion
    • Torture
    • Federal Crimes
    • Deprivation of Civil Rights

The above subjects are in fact covered, in great detail, at Bailspeak’s prelicensing class, and you will not find this kind of State-of-the-Art instruction on lawful bounty hunting in California anywhere else.

Once again, more and more California bail agents will not consider a bounty hunter who does not have a Prelicensing Certificate from Bailspeak.

Q: How do I get started or how do I become a bounty hunter?

A: "How to get started in bounty hunting, or bail enforcement, is the most oft asked question that I receive via telephone, cellular phone, email and in person.

A single answer to the question does not exist, in my opinion, and, in point of fact, there is no simple way to convey the incalculable number of questions and answers necessary to negotiate the multitude of sub topics on the subject.

The laws that govern bounty hunting may or may not intertwine to form a labyrinth of study to be followed by studying published case cites and then discovering how it all applies to the streets.

It would be inescapably necessary to discuss the importance of physical fitness, one’s psychological ability to negotiate confrontation safely and legally, training, certification, licensing, investigations, sales, marketing, understanding the bail bond company owner’s goals, objectives and the many ways deals can go bad.

One can rest assured; it could easily take years learning and becoming accomplished in just one of the aforementioned disciplines!"

Q:  Can a bounty hunter lawfully carry a gun in California?

A:  This Office receives approximately 250 calls weekly, and a notable percentage of these calls are in relation to bounty hunters and firearms.

The short answer is "yes, no and maybe." This answer tends to frustrate people, but there are literally hundreds of variables that must be calculated and confirmed before making the very serious decision to carry a gun while bounty hunting.

In point of fact, it isn't possible to answer the question without hours and hours of classroom instruction in a variety of areas, and this question cannot be reasonably answered by a simple telephone call.

Bailspeak is a California Department of Insurance Approved Bail Education Provider that offers bail bonds and bounty hunter training to include lawful bounty hunting and the lawful employment of defensive tools up to and including guns.

You should always consult an attorney for legal advice.

Q: I can't find a job in law enforcement.  Is bail bonds or bounty hunting right for me?

A:  The facts are these: federal, state, and local governments are suffering from harsh economic realities and billions in unfunded liabilities, notwithstanding causation for the purpose of the points raised heretofore.

This office receives approximately 200 telephone calls weekly, and a percentage of the callers are either men or women who are seeking jobs in law enforcement, who have graduated from a P.O.S.T. academy and can’t find police or sheriff’s agencies that are hiring, who are former peace officers who have been laid off, or are ex-cops for other reasons.

Unfortunately many of these perfectly employable men and women are overspecialized to the extent that some have spent years on education and subsequently acquired work experience that isn’t always conducive to civilian jobs in the private sector.  Perhaps it is time to do your own research into the bail bonds industry?

You may be able to find work as a bounty hunter or employee of a bail bonds company.  You may be able to start your own bail bond company, but you won’t know if you don’t at least look into bail as a source of saving or creating your own job.

    Rex Venator Before...

...Full-Time Bounty Hunting, Becoming a Bail Bondsman, and a Bail Education Instructor.

    Are You Ready?

Q: How much does it cost to become a bail bondsman?  How much does it cost to become a bounty hunter?  How much does it cost to start a bail bonds or bounty hunting business?

The staff of this California Department of Insurance Approved bail training school fields approximately 250 incoming calls weekly from people ranging from just out of high school, home from military service, college graduates, and established professionals looking for new ways to bring cash in the door.

The hard realities are these: jobs are scarce, colleges, universities, unaccredited online and campus schools, and trade schools are lengthy and the costs for tuition are extraordinary with no foreseeable job prospects.

Perhaps it is time to retrain your mind to consider paving your own road, taking command of your own future, and to do it all without relying on some stranger to hire you? Maybe it is time to very literally Create Your Own Job!

The video quotes a $2,000.00 cost, and this includes pre-licensing, licensing fees, travel expenses, lodging, and incidentals.

The California bail bond industry is in a state of flux while the new generation of bail bond company employees and owners disrupt the status quo and adapts to changing economic uncertainties as such become certain in the fullness of time.

Bailspeak is a top tier bail training school with hundreds of its Alumni now working in the bail bonds industry as bounty hunters, administrative staff, posting bail agents, and the most daring use, compared to the time and cost of a college education, very little to get their own small business bail bond companies up and running.  The number quoted is inclusive of travel, lodging, time off work, and incidentals.

It will not be easy, but it can and is being done!

    Are you ready?

Q: What should I look for in a bail education school and its instructor?

A:  Prospective students should consider a instructor's actual teaching experience and the success of his or her students and over an extended period of time.  It is not difficult to take "instructor certification courses" and then assign one's self a flamboyant title and without ever actually teaching a class in a specific area of instruction; moreover, if an instructor is teaching people how to become a bail agent and own a bail bond company, it stands to reason that such a person should, at the very least, have background and experience as a licensed bail insurance agent and is not just repeating overheard anecdotes from those who actually teach and do; indeed, actually being able to effectively teach or otherwise pass on instruction is an entirely separate matter.

Lastly, the California Department of Insurance does not:

    1. Certify bail education instructors.  It only issues course approvals to bail education providers.

    2.  Certify bail education providers.  It only "Approves" bail education schools.

See "Bail School Reviews" on this site to read what real students, who have gone on to do what they've been taught, are saying about Bailspeak and its Primary Instructor, veteran bail bonds company owner and bounty hunter, Rex.  Spend some time on this site and view the videos for more information about what you're thinking of doing.  When you're done, pick up your phone and ring Bailspeak.  A live person will answer the phone in most cases, and those leaving a message requesting a call back are called back.  Every effort to answer your questions will be made within the reasonable confines of a telephone call.

Q: Can Bounty Hunters Carry Taser ECD Devices in California?

A: Bail Bonds Company owners and the Bounty Hunters they hire to track down wanted misdemeanor and felony bail jumpers are purchasing and carrying civilian Electronic Control Devices "ECDs" for self-defense purposes.

It is strongly suggested that any person carrying an ECD while bounty hunting seek out and secure education with an emphasis on Bail related Education for proper instruction on the use of ECDs by a Taser certified instructor "Authorized" to certify bounty hunters.

Bailspeak is not only "Authorized" to certify bounty hunters outside of its own agency, but Bailspeak is also "Approved" by the California Department of Insurance "DOI" to certify users in the use of ECDs while at the same time earning continuing bail education hours for bail license renewal!

Help Bailspeak protect the Bail Bonds Industry in California by taking action towards the proper training and education that bounty hunters will need to bounty hunt within the confines of applicable laws related to fugitive recovery operations and bail bond surrenders in California.

Q: What is the Bounty Hunter Taser Class like?

A: See Below Taser Class Video - CAUTION: Harsh Language Advisory

The Thor Shield is Taser tested during California's Fastest Growing and Most Trusted name in Training Classes for Bail Bondsmen and Bounty Hunters during a Taser Authorized User Certification, Department of Insurance Approved Bail Agent Prelicensing, CDI Approved for Six Hours Continuing Education, and 1299 certification class in San Diego County.

Bailspeak is quickly becoming the Number 1 choice by California's largest bail bond companies and the state's growing number of expanding Mom & Pops bail bond shops simply because of its stellar reputation in the bail bonds community both in California and Nationwide.

Today Bailspeak's Alumni are now sending their new hires to Bailspeak for absolute, cutting-edge training that is consistent with its primary instructor's history of national guest speaking, bounty hunting, published works and an ongoing list of bail related activity and all of which continuously resets bail education industry standards on a class to class basis.

In this video, shot largely in August of 2012, you will see with your own eyes and hear with your own ears why Bailspeak is considered the standard to try and meet in California Bail Bonds Training.

This "Description" is collaboration by "The Ladies" of Bailspeak

Q: I would like to become a Bailspeak Instructor or start my own bail training school for bail bondsmen and bounty hunters.  Does Bailspeak offer anything that would help me do this?
