Clean Water Atlanta Sewer Rehabilitation Program:

CIPP Annual Contract SG1, Phase 1  S  CIPP Contract A, SG1, Phase 1  S  CIPP Contract B, SG1, Phase 1  S  CIPP Contract C, SG1, Phase 1:  Clean Water Atlanta is the City’s comprehensive, long-term plan to ensure clean water resources and water management for Atlanta and its downstream neighbors. The rehabilitation program was developed after extensive investigation through the Sewer System Evaluation Survey, which resulted in a comprehensive rehabilitation plan to address defects throughout the sewer system, identifying necessary sewer repairs and replacement.


Services Provided: 
24-hr Public Information Officers. Coordinate the development of all community project correspondence (road closure letters, project signs, doorhangers, project progress updates) and all City required communication materials. Provide project updates at local community meetings and to City staff. Research and obtain Rights of Entry (ROEs). Work closely with project managers to ensure effective and timely community notification of impending work, coordinating the distribution of doorhangers, emergency no parking signs, mailings, and other notifications. Maintain constant knowledge of crew locations and schedule updates and/or revisions.  Serve as liaison between project staff and City of Atlanta Dept. of Watershed Management Communications staff. Quickly address and resolve citizen inquiries regarding project activities and concerns. Provide City with documentation of all outreach/community notification efforts. Man construction sites to encourage safe work sites for crews and community, interfacing with citizens residing near work sites.

Clean Water Atlanta Program/Sewer System Evaluation Survey (SSES), Atlanta, GA:  An integrated plan to improve water quality regionally by assessing, repairing, and upgrading the entire wastewater treatment, management and transportation system (sewer) and associated components for the City of Atlanta. The SSES Project entails surveying approximately 8,000 manholes and 2,200 miles of sanitary sewer lines. Activities include manhole location and inspection, flow isolation, CCTV/Sonar inspection, lateral inspection or testing, temporary flow monitoring, smoke testing, dye testing, and pump station monitoring. 

 

Services Provided:  Developed educational materials, stakeholder database, and outreach plan to educate citizens on SSES activities. Hosted 18 public meetings informing citizens of the SSES Project. Formed partnerships with local community and environmental groups. Coordinated a demonstration event at City Hall to exhibit trenchless methods of pipe repair and replacement. Established the operating procedures for the City’s citizen complaint resolution call center, the “Clean Water Atlanta Hotline.” Established complaint resolution protocol. Trained and co-managed call center and attendants. Developed field crew identification system with badge templates, database templates, and master database for client use. ID badge procedures replicated on other City projects due to client’s appreciation for the process.

Campaign to Re-elect State Representative Alisha Thomas Morgan, District 39, 2004 & 2006

Services Provided: Managed campaign for state representative from July – November 2004 and again in 2006; In 2004, won primary election by 86%, general election by 73%.  Coordinated over 200 volunteers. Tracked expenses and filed state disclosure reports. Organized street crews of 150 volunteers for 12 hour visibility blitz on Primary and General election days, as well as weekend canvassing crews throughout the campaign. Created campaign schedules and timelines. Organized 13 mailings & phone messages and other campaign materials, and production and distribution of marketing materials and paraphernalia. Administered oversight of day-to-day campaign activities, including preparation and coaching for candidate’s public appearances and community meetings. 

Rivers Alive Statewide Cleanup
Services Provided:   Developed an employee program for an environmental engineering firm encouraging participation in the statewide Rivers Alive cleanup effort.  Crafted interesting and engaging materials supporting involvement in this worthwhile effort, and successfully increased employee participation in the program by 25 percent. Responsible for solicitation and coordination of corporate sponsorship for this event.

Department of Transportation - Eisenhower Extension Project, Macon/Bibb County Georgia

Services Provided:   Executed Environmental Justice (EJ) efforts in support of Georgia DOT study to enhance east-west system connectivity in south Bibb County through the exploration of various extension options of the Eisenhower Parkway in Macon, GA. Led Environmental Justice/Community Relations activities including promoting and co-hosting Public Information Open House events and mobile community meetings, developing EJ educational materials, project website updates and newsletter articles, and neighborhood canvassing of EJ communities to promote project awareness and participation.

Fulton County Water Resources Management Program, Atlanta, Georgia:

Part of the NPDES permitting process to expand wastewater treatment facilities and develop stormwater management plan.  The project included the Camp Creek, Little River, Big Creek, Johns Creek, and the Sandy Springs watersheds. 

Services Provided:  Led in the formation of a 40-member citizens’ advisory committee charged with providing the County with citizen input regarding water quality in Fulton County and solutions to problems revealed through the study.  Coordinated public education/involvement efforts for the Fulton County Watershed Management Program. Developed content, format, and layout of project website, proposing dual functionality of the site as a tool for public information and a project document management system, increasing efficiency in the transfer of information among all firms working on the project. Created press releases, media kits, public service announcements, newsletters and other educational materials for public education and project promotion.  Coordinated public education efforts with advocacy organizations including the Sierra Club, Chattahoochee Riverkeeper, National Wildlife Federation, and Georgia Adopt-A-Stream.

Augusta-Richmond County Solid Waste Master Plan, Augusta Georgia

Services Provided:   Developed Communications and Media Plans for Augusta-Richmond County in efforts to inform solid waste customers of improved services and new management procedures regarding household waste, bulk waste, yard waste collection, recycling, and new cart distribution implemented by the solid waste department. Plans included presentations, bill stuffers, cable TV ads, media releases, fact sheets, community partnering and events, and many other messaging tools.  

Fulton County Solid Waste Management Plan Project, Fulton County, GA: A process undertaken by Fulton County to update its Solid Waste Management (SWM) Plan, according to State requirements. The Solid Waste Management Plan outlines a 10 year plan to effectively manage solid waste in unincorporated Fulton County, taking into account projected population growth, waste disposal and reduction, landfill needs, Georgia Environmental and Protection Division (EPD) requirements, and solid waste management options such as composting, recycling, and public education efforts.


Services Provided
: Developed Fact Sheets and visual displays explaining the process and benefits of the SWM plan. Organized and promoted state mandated public hearings. Developed citizen outreach and information process. Developed stakeholder database. Assisted in developing “public friendly” presentations for project public hearings and community meetings.

Created project web page on client’s site, providing citizens access to draft plans, plan updates, public hearing information, Fact Sheets, and other pertinent project information.


Solid Waste Post Closure at Merk Miles and Morgan Falls, Fulton County GA:
 Methane monitoring, planning and management of post-closure activity at Merk Miles and Morgan Falls landfills.

 

Services Provided:  Created materials for citizens explaining the operations of the Fulton County Solid Waste Management Program, the County’s Adopt-A-Road program, the County’s recycling program, and essentially serving as the department’s citizen communications resource. Produced surveys and materials to gather information on citizens’ satisfaction regarding services provided by solid waste management vendors. Developed survey to inventory well locations in the community surrounding the Merk Miles landfill. Assisted the department with many EPD required surveys and in disseminating information for the Solid Waste Department throughout unincorporated Fulton County. 

Cobb County-Marietta Water Authority Quarles Plant Expansion, Marietta, Georgia

Services Provided:  Responsible for working with water authority staff to inform citizens residing near the Quarles water treatment plant of plans to expand the plant from 64 mgd to 84 mgd over a three year period. Developed mailings, websites, public meetings, and educational materials.

Big Creek WPCP Interim Capacity Improvements Evaluation, Fulton County, Georgia

Services Provided:   Responsible for working with County staff to develop a project information campaign targeting local residents, County Commissioners, and other interested parties for a wastewater treatment plant improvement project.  Created informational materials such as status reports, presentations, and display boards, in addition to coordinating a series of public meetings.

University of Georgia Milledge Avenue Remediation Project, University of Georgia, Athens, Georgia

Services Provided:   Provided informative materials to media covering University environmental safety and health issues.  Built relationships with local press and served as a resource to University communications staff. Organized public meetings and developed educational materials on soil remediation, landfills, and phytoremediation

Camp Creek Water Pollution Control Plant Permit Assistance, Fulton County, Georgia

Services Provided:  Worked with County staff and the Georgia Environmental Protection Division (EPD) to create a communication plan to inform citizens of the permit request to expand the plant prior to EPD public hearings.  Developed strategic approach utilizing materials developed specifically for targeted stakeholders and a comprehensive method of information dissemination. Crafted a consistent project message to be used throughout all project materials created to educate stakeholders on technical issues in a public-friendly format.

University of Georgia Fanning Institute/Georgia Dept. of Natural Resources (DNR): Basin Advisory Council, Athens, Georgia

Services Provided:   Provided meeting facilitation and documentation of comments and discussion topics for the Savannah-Ogeechee Basin Advisory Council monthly meetings. Council convened to review and discuss regional water concerns identified by DNR and provide feedback and suggestions on management of these issues such as minimizing water withdrawals, maximizing returns, conservation, land application, education and other issues that require regional focus. Information documented to be utilized by DNR in regional water management plan.

Alcovy Watershed Management Program

Services Provided: Created educational materials and study reports for each of the 15 participating municipalities and its citizens of this two-year watershed protection study to protect the Alcovy River basin, commissioned by the Northeast Georgia Regional Development Center. Coordinated public meetings. Produced the project’s executive summary.

 

Rockdale County Water Resources Treatment Plant Project, Rockdale County, Georgia

Services Provided:   Conducted monthly meetings with a 25-member citizens’ advisory group formed to provide fiscal oversight to elected officials during construction of the County's first water treatment plant. Coordinated with County’s communications manager to create massive public information campaign reporting road closings, detours, and construction schedules for pipe installation to help alleviate possible inconveniences due to the construction of the water system. 

Clean Water Atlanta Program/Grease Management Program, Atlanta, GA:  An Integrated.

Services ProvidedAssisted restaurant owners in application completion and understanding of the City’s Grease Ordinance. Generated monthly reports and facilitated invoicing. Developed public education strategies targeting citizens and restaurant owners regarding grease management and behavior modification to alleviate sewage spills due to grease. Reviewed applications submitted by restaurants for grease permits and issued permits to restaurant owners.
