Reem Aviation Security Consultants, LLC is a small but well regarded aviation security consultants group. For over a decade, RASCO has been providing aviation security solutions for airlines, airports, and government agencies. 

The company has the staff, experience and expertise in aviation to promptly and efficiently complete wide rage of scopes of work.  Our staff includes both former transportation security administration inspectors and experienced aviation security managers.

We have many years of practical experience in interpreting and applying TSA regulations to airport and air carrier operations.  Our consultants have also performed job analysis on various TSA designated security positions and are very knowledgeable of the qualifications and training required to perform these tasks.

RASCO consultants are well recognized veterans of the industry. Looking through qualifications and resumes one can appreciate consultants were involved throughout their careers in countless airport and airline security projects around the world, in assisting setting cargo security standards for the TSA and in managing large scale aviation security systems.

RASCO’s consultants designed protection plans, evaluated airport and carriers security systems, assessed screening methods and technologies and developed numerous copyrighted training manuals.

Our consultants trained thousands of GSCs (Ground Security Coordinators), passenger interviewers, cargo security personnel, screeners and corporate security directors. Training programs authored by RASCO consultants were approved by the TSA (US Transportation Security Administration) for use by a variety of entities.

Recently RASCO has completed a project that included assessing airport police positions and recommending appropriate  staffing and training levels for that force.

Professor R.W.  Baker commenced his professional career in 1961.  He served over two decades as an officer with the U.S. Air Force Office of Special Investigations.  In 1986, Mr. Baker was appointed the Corporate Director of Security and Safety for Midway Airlines.  After seven years with Midway Airlines, Mr. Baker contracted with the Federal Aviation Administration (FAA) Security Lab as a subject matter expert to oversee the performance of contract research and development projects designed to improve the protection of the US civil aviation system.  In 1995, Mr. Baker was recruited by DHL Airways for the position of Corporate Security and Safety Director, North America.  Following the terrorist attacks in September 2001, Mr. Baker joined the TSA’s Office of Aviation Security headquarters in Washington, DC, in the position of PSI (Principal Aviation Security Inspector). In 2005, Mr. Baker took the position of Associate Professor in the Global Intelligence and Security Department at Embry Riddle Aeronautical University in Prescott, Arizona.  Professor Baker instructs and consults in aviation security, corporate security and homeland security. Professor Baker is an associate member of RASCO.

 

 

Mr. Laird is an expert in aviation security. He devotes the majority of his time consulting with the international aviation industry and governments, specializing in operational and technical issues involving security. He has published articles on aviation security in international venues, including Security Management Magazine and ASTM's Journal of Testing and Evaluation and provided editorial review to the National Research Council's National Materials Advisory Board. He was a contributing author of Protection, Security, and Safeguards by CRC Press and is a frequent presenter and/or panel member at international aviation security conferences.

Mr. Laird founded Laird & Associates, Inc., in 1995 and between 1997 and 2002 was the Vice President of BGI International Consulting Services, Inc., Washington, DC., a company providing counterterrorism and aviation security advice to a variety of public and private sector international clients. Prior to 1995 he had a successful career as the Security Director for Northwest Airlines, Inc., where he was responsible for the overall planning, direction, and management of security for an airline serving 240 cities in 22 countries on four continents. His duties included coordinating the implementation of U. S. Federal Aviation Administration regulations and host country rules at all locations served by the carrier. He supervised the audit of those procedures and was instrumental in developing contingency/disaster plans for Northwest Airlines, the world's fourth largest carrier with more than 46,000 employees, and coordinated consequence management activities at disaster sites. While at Northwest Airlines he conceptualized the original CAPPS program, which is now used by all U. S. Flag Carriers, and presented CAPPS to the Federal Aviation Administration for initial approval and funding.

Mr. Laird enjoyed a distinguished twenty-year career with the U. S. Secret Service. During his career he served in a supervisory capacity in the Protective Intelligence Division, supporting all Secret Service Protective Divisions, as well as visiting Heads-of-State. Mr. Laird's protective assignments included the Vice Presidential Detail (two administrations) and Dr. Kissinger during his shuttle-diplomacy days.

The American Society of Industrial Security (ASIS) recognized Mr. Laird as a Certified Protection Professional (CPP) in 1983. He is a member of a number of professional organizations devoted to security, includin the American Society for Industrial Security (ASIS) and the American Association of Airport Executives (AAAE). He chairs the Airlines/Airport Subcommittee of the ASIS Transportation Council and has chaired the Air Transport Association of America (ATA) security committee. He is an alumnus of the U. S. Department of State's Overseas Security Advisory Council (OSAC) Executive Board.

Mr. Laird has served as a technical advisor to the President of the National Safe Skies Alliance (NSSA) and has advised various working groups of the U. S. General Accounting Office and the Inspector General for the U. S. Department of Transportation. He has served as a subject matter expert on aviation security matters to corporations, including: Abacus Technology Corporation, Bechtel, Experian; Galaxy Scientific; Lockheed Martin; Science Applications International Corporation; Raytheon; and TASC.

Mr. Laird is called upon to comment on aviation security matters by The New Hour with Jim Lehrer, NBC's DateLine; CNN, Fox News, Good Morning America, The BBC, National Public Radio's All Things Considered, The New York Times, The Wall Street Journal and other leading newspapers and magazines.

Douglas R. Mr. Frenkel’s professional career began in 1973.  After five years of military service as an Army Combat Engineering Corps officer, he joined El Al Israel Airlines and served as a Supervisor and Security Instructor.  After tenure of 11 years with El Al, Mr. Frenkel joined Midway Airlines as a Corporate Security Coordinator and worked there for three years.  He was then recruited by International Total Services (ITS, the largest aviation security service provider in the US) and served as a Vice President for International Operations.  In this capacity, Mr. Frenkel established security operations at airports in Europe and Asia.  After seven years of employment with ITS, Mr. Frenkel performed contract aviation security research and development projects for the US Department of Transportation.  He then served for five years as a Manager of Security and Safety with DHL Airways (US).  In the aftermath of the terrorist attacks of 9/11, Mr. Frenkel was recruited by Battelle to oversee factory testing and airport deployment of EDS systems on behalf of the TSA.  Mr. Frenkel has been an associate member of RASCO since its inception in 1996.  He performed airports threat, vulnerability and risk assessments and developed comprehensive security operations and training programs for a number of international aviation clients.

Mr. Reem started his professional career in 1977.  Following military service, he joined El Al Israel Airlines in the position of Security Specialist and was stationed in Europe.  In 1990, Mr. Reem joined ICTS and was instrumental in deploying advanced aviation security programs for US aviation clients.  He was later recruited by Rich International Airways (large charter operator and government contractor) for the position of Corporate Security Director.  After his assignment with Rich International, Mr. Reem founded Reem Aviation Security Consultants, LLC (RASCO).  Demonstrating strong, non-compromising ethics and providing the finest aviation security services, RASCO has been retaining an ever-expanding loyal customer base and has been enjoying a tremendous success.  Mr. Reem is Fluent in English, Spanish and Hebrew.

Mr. Deitcher’s professional career started in 1967.  After a distinguished service with the Air Force Special Operations Medical Evacuation Squadron, he joined the Security Department of El Al Israel Airlines.  For 14 years, Mr. Deitcher established and managed aviation security operations in the Middle East, Europe and North America.  Mr. Deitcher joined RASCO in 2003.  He develops operations and training programs, performs compliance audits and oversees aviation security operations in Africa and North America.  Mr. Deitcher is fluent in English, Russian, German, Polish and Hebrew.

Keith recently retired from his position as TSA PSI (Principal Security Inspector) for All Cargo and Passenger Aircraft Operators regulated under the AOSSP, PCSSP, 12/5 and FACAOSSP. Prior to 9/11/ 2001, Keith worked for the FAA in which he served in a variety of positions to include Dangerous Goods Program Coordinator and Indirect Air Carrier Program Coordinator. Other positions included international work as the Special Agent, International Assessment Team Leader.  Keith was responsible for the assessments of all International Airports located in the Caribbean, Central and South America.  In this role, Keith lead teams to conduct assessments to insure compliance with ICAO security requirements ANNEX 17 and compliance of FAR 108 and FAR 129.  During these assessments he consulted with foreign Airport Security Officials to rectify noted deficiencies of ICOA-ANNEX 17 security requirements discovered during the assessments.  In addition, Keith was an Associate Staff Member of the FAA Academy, serving as an instructor of Air Cargo Security Regulations and Procedures.
