Cold shutdown is nuke terminology and means terminating the the splitting of uranium atoms, fissioning (correct me if I’m wrong). It is this fissioning that creates heat, energy, that boils water, makes steam, which in turn, turns turbines and generates electricity for TEPCO customers.
