The question is historically incorrect. The Declaration of Independence had nothing to do with freeing black people. That was the 13th amendment (and Emancipation Proclamation) of the Constitution. The Declaration of Independence was a list of grievances written to the King of England stating the reasons why the 13 colonies wanted to separate from England. This document was written way before people were even thinking about releasing the slaves.

The Declaration was published in July 1776, but Congress didn't sign it until Aug, 1776. The result of the Declaration was the revolution. King George, at first, thought of the problems in the colonies as minor, but after Bunker Hill he realized it was much greater and worse than he thought.
