TFSC MISSION STATEMENT

The mission of the Texas Funeral Service Commission (TFSC) is to protect the public from deceptive practices in the funeral and death care industry through a process of impartial enforcement, inspection, licensing and education in order to guarantee every citizen’s final disposition is conducted professionally and ethically.

Arranging for a funeral, cremation or burial is a major consumer purchase involving many emotional, religious and social considerations. As such, the TFSC requires the highest standards of professional and ethical conduct from the funeral and death care industry.

The TFSC serves the public of Texas and is accountable to the public. The TFSC strives to be responsible, ethical and open in its actions, being ever mindful of its obligation to utilize state funds and resources in a cost effective and efficient manner.

The TFSC performs two primary services – Licensing and Compliance. The Licensing Division reviews individual and establishment applications to ensure that licensees meet the standards and qualifications set by statute. The Compliance Division investigates complaints against licensees and inspects establishments to ensure compliance with regulations. 

Any individual who has concerns regarding the Commission or its services should write to the Executive Director, who is the agency’s designated customer service representative. If the Executive Director is unable to resolve a concern, it will be referred to Commissioners for resolution.

OPEN MEETINGS

The TFSC meets quarterly.  The Commission conducts these meetings in Austin, Texas, at the George H. W, Bush Building, unless advised otherwise.   6. December 11, 2023 TFSC Meeting Minutes review and adoption.
  7. Discussion for implementing State Exam as alternate to National Board Exam to satisfy examination requirements under Sections 651.253, 651.255, and 651.256, Texas Occupations Code.
  8. State Anatomical Advisory Committee update report by presiding committee chair, Dr. Aaron Ali.
  9. Executive Director’s Report.
  10. New employee welcome.
  11. Senate Bill 2040 (88th Regular Legislative Session) implementation update.
  12. State Anatomical Advisory Committee report and update, including any recommended actions pursuant to Senate Bill 2040 or Texas Health & Safety Code, Chapter 691.
  13. Review and discussion of Senate Bill 2040 first and second quarterly reports to the Legislature.
  14. Inspection report of non-transplant anatomical donation organizations, willed body programs, and/or anatomical facilities.
  15. Anatomical rulemaking status.
  16. Fiscal Year 2023 Annual Report.
  17. Commission Strategic Plan for FY 2025-2029.

  19. Rules (a)Discussion and possible action on the proposed new rule at Chapter 203, Subchapter A, §203.2; and the proposed new rules at Subchapter D, §203.55, §203.56, §203.57, §203.58, §203.59, §203.60, §203.61, §203.62, §203.63, §203.64, and §203.65; and the repeal of existing rules at Subchapter A, §203.2; regarding the licensing of military service members, military veterans, and military spouses. The proposed rules are an effort to streamline and update agency rules consistent with the requirements set forth in Texas Occupations Code, Chapter 55, Senate Bill 422, 88th Legislature, Regular Session (2023), and 50 U.S. Code §4025a regarding the licensing and recognition of out-of-state licenses or certificates for military service members, military veterans, and military spouses.
