New Title V Regulation Information

THIS SECTION IS SPECIFICALLY FOR OUR 2-YEAR/COMMUNITY COLLEGE MEMBERS

As most of you know, changes to Title 5 have been in process for about 3 years. The process has come to an end. We are happy to report that CIWEA member input was received and acted upon in the vast majority of the changes that were proposed and accepted.

The California Community Colleges Board of Governors approved regulatory action entitled “Work Experience Education” which was filed with the Office of Administrative Law and the California Secretary of State on July 27, 2023.  This regulation becomes effective 30 days from the 7-27-2023 filing date or August 26, 2023. 

Pursuant to the California Code of Regulations, section 52010, college districts may conform their policies and procedures to the regulatory requirements within one hundred and eighty (180) days of the effective date.

This community is guided by a community moderator (CIWEA representative) who helps address questions from community members and shares relevant resources and documents. Anyone who joins the community can create and respond to posts.

  • Learn more about in-progress Title 5 changes to Work Experience Education and the new, expanded vision for these programs and the students they serve. New equity data and goals, expanded opportunities including non-credit, and more local control are a few of the changes colleges need to discuss and implement as WEE moves forward into this next iteration of work-based learning in the CCC system. New Title 5 language will be explained, best practices for WEE programs introduced and an implementation plan/timeline will be provided by statewide leaders in WEE programming and services, along with time for Q&A.
