The Guadalupe River originates in Western Kerr County, deep in the Texas Hill Country. This beautiful spring fed river is one of the highest rated recreational and scenic rivers in Texas and is Kerr County's central asset.
The Upper Guadalupe River Authority (UGRA) was created as a conservation and reclamation district by the Texas Legislatures in 1939. In short, the mission of the Upper Guadalupe River Authority is to protect the health of the Guadalupe River watershed in Kerr County by managing water quality and water quantity, promoting stewardship, and providing services to support our communities.
21st Annual River Clean Up
Registration Deadline July 5th
Join UGRA for the 21st Annual River Clean Up at Flat Rock Park. UGRA, with the support of many community partners, will provide cleanup supplies and coordinate trash disposal. Volunteers will receive an Annual River Clean-Up t-shirt, other freebies, and an entry in the prize drawing. This is a community event to remove trash from the Guadalupe River and the watershed to raise awareness about the problem of litter in the community.

Rainwater Catchment System Rebate Program
If you have installed or upgraded your rainwater harvesting system in Kerr County within the last 12 months, you might be eligible for a rebate of 50% of the purchase price up to $500. This rebate helps to promote water conservation and watershed stewardship through rainwater harvesting so we encourage you to read the program's guidelines and apply today!
Plateau Water Planning Group ( PWPG )
Located on the southern edge of the Edwards Plateau, the six-county Plateau Water Planning Group (PWPG) stretches from the United States-Mexican border in the west to the Texas Hill Country in the east. The region includes portions of the Colorado, Guadalupe, Nueces, Rio Grande, and San Antonio river basins. PWPG is a one of the 16 planning groups working under the oversight of the Texas Water Development Board. Learn More
